Can i apply for entry Visa for India without Surrendering Indian Passport ?

You probably could but I would strongly recommend NOT doing this. You are LEGALLY required to surrender your Indian passport after you obtain citizenship from a foreign country.
Why don't you want to surrender your passport before getting an entry visa? Do you have urgent travel requirements?
Yes, it will be urgent travel. My plan is reach India on entry visa and then surrender passport + apply oci in India. I wont be using Indian passport for India entry.
