Can a student doing PHD apply for canadian immigration??

Can a student from Pakistan doing PHD and presently in a second year of his studies apply for a Canadian Immigration?

If you are in the middle of the program it will be difficult for you. They will wonder why you are coming in the middle of the program. My advice is to finish the PhD and then apply for a work permit, because they want highly skilled applicants.
