Can a brother (single) sponsor his Brother (same single) who is in Canada?

hi. I have a question. I hope it could help me a lot to fulfill my dream as to be permanent resident. I am working for almost one year and a half here in canada Calgary , Alberta as food counter attendant (contract worker) and i am still single and, I have my brother a caregiver who live in Red Deer Alberta and now an open permit and he's going to be permanent resident status (he is also a single). We have a mother but she is under petitioned in United State with our sister immigrant there but our father deceased. My question is do i have a chance to be a sponsored by him to be a permanent resident? if so, how long and how to process it? Thank you very much and looking forward hearing you soon. Dondon

He can't sponsor you under the federal program because your mother is still alive.

He can't sponsor you under the Alberta program because this program has stopped accepting family based applications.
