CALL CENTRE NUMBER??

Hi has anyone tried calling CIC call centre number - 1-888-242-2100 and succeed to talk to someone? I tried to call at different timing of the day and nobody has ever picked up the phone. People who has succeed in calling in, can u tell me what time did u call? It says 8am-4pm on the website, but which time zone is that in?
