Bridging Open Work Permit for CEC applicant

Hi Guys,

Applicant on a PGWP, applied for CEC and received the email containing file number and confirmation of payment on June 2014. He has lost his job and wants to apply for Bridging Open Work Permit, but one of the requirements for BOWP is "Acknowledgement of Receipt letter/e-mail has been sent from CIO"

Is the email from CIO as mentioned above valid as Acknowledgement of Receipt "AOR" or do we have to officially ask for that from CIO?

Any thoughts or experienced would be appreciated.
