Figured out today that my NOC work history isn't continuous enough to qualify for EE through FSW, so I am now going to wait until August 2018 to apply under the CEC. I will have 1 continuous year of work in Canada by August 2018, but my IEC expires August 31st.

My question concerns the suggested 4 months before end of work permit for BWOP. I will be applying for PR within 30 days of the expiration date of my visa. Is that allowed? Will I be screwing myself on this?

1. You will be submitting an EE profile, (if you qualify) you won't be submitting an application unless you are issued an Invitation to apply, so it is extremely unlikely that you would get an invitation and submit a complete application within the 30 days. Re-read the section on Bridging open work permits, it doesn't say 4 months before the end of your current work permit it says:

"
You must also:

  • currently be in Canada,
  • have valid status on a work permit that is due to expire within four months,
  • select “Open Work Permit” as the type of work permit when you complete your work permit application, and
  • pay the work permit processing fee and the Open Work Permit Holder fee.

I'm not sure I understand how this plan is at all viable. You can't submit your application until you actually have a full year of work experience (to the day). If you submit your application early (even a week early) - then you won't meet the 1 year work experience requirement and will be refused (BOWP will be refused too).
 
You can't apply for a BOWP until you have submitted a PR application and you can't submit a PR application until you get an invitation to apply for PR (ITA)
Process is:
-Create EE profile get your CRS points score.
-Wait for EE draw (these are unpredictable both in timing and the level of CRS points in the draw).
-Get ITA if your points are high enough to be successful in the EE draw and if there is a draw. (Last draw was 15Nov at CRS 439points)
-Make PR application.
You need to have a lot of information ready to enter online and the entry process is several hours work even if you have all information you need.
The info and processes you need to have completed are:
- Police check for every contry other than Canada where you have lived for more than 6 months.
- Medical examination by authorised doctor.
- Acreditation of your academic record by an authorised agent.
- Language test/tests
- History of your travel history since age 18 or last 10 years (by exact date)
- Residence history by month/year
- Personal history by month/year
- Family details
- Work history and employers letters confirming work type and history in correct format.
- Photo in correct format
- Copy of passport
- Translation of any documents not in English or French.
- Similar details for all family members on your application
- Submit PR application
- Get AOR (receipt e-mail)
- Submit BOWP prior to end of current visa.

So as PMM and Scylla say very difficult although I guess you have some time to gather the information. You might be lucky and get a draw result quickly but it would be tight. I managed EE profile to BOWP in 23days but was very lucky to get ITA on the first draw after submitting my EE profile (14 day wait for draw) and had all the information ready to enter.

You could consider applying to move from IEC to visitors visa as a back up plan. That would allow you to stay in Canada whilst that change of status is assessed but you could not work after the end of your current IEC as a visitor.

BTW - the "continuous" requirement applies only to foreign work experience for the FSW program; it does NOT need to be continuous for the 1 year of Canadian experience under the CEC program... just in case you have had other employment in Canada in the past 3 years...

As others have indicated, this will be next to impossible. Some IEC programs allow holders to apply a second time, you might want to look into that.
