1. You will need to get your work permit separately but this is usually done on entry into canada, at the border. It doesn't take long

2. You can get your sin # immediately. It takes a couple of weeks to get the card but they give you the # on the spot which you can then take to the bank. Go to a service canada location but double check what you need to take. I think it's just passport and work permit.

3. Ok. Lmo is proof that a company cannot hire a Canadian worker and approval to hire a foreigner. It is separate from the Pr process. Reading your previous posts, if you are going to the Same govt job they will nominate you and you will then apply for PR separately. Your employer shod be able to help you on this for sure but processing is about 12 months. Your work permit should more than cover this waiting time.
