My name is abcdefgh and I landed in Canada on November 29, 2023, as an international student.

I studied Hospitality Management with Co-op at Cambria College, a private college in Surrey, BC. My program was not eligible for a PGWP, and even though it included a co-op, I did not get a co-op placement.

Later, on January 6, 2025, I paid around $600 to the college to change my program from “Hospitality Management with Co-op” to just “Hospitality Management” (without co-op).

I gave my last exam on November 13, 2024.

Work Permit Application

I got an LMIA for a long-haul truck driving job because I have a Class 1 driver’s license.

I asked my college to send me my transcripts, and I received them on February 6, 2025.

Then, on February 27, 2025, I applied for a work permit (student to LMIA-based).

But my application was refused on April 1. The officer said I applied after the 90-day restoration period. They counted 90 days from November 13, 2024 (the date of my last exam), not from the date I received my transcripts.

Reconsideration and Reapplication

I requested reconsideration on April 3, 2025, but my LMIA-based work permit was refused on April 1, 2025.

I reapplied for a new LMIA-based work permit on April 7, 2025.

CBSA Interview

On April 8, 2025, CBSA officers came to my home, but I wasn’t there. They asked my landlord to tell me to report to their office.

I went to the CBSA office on April 9, 2025, with my immigration lawyer.

The CBSA officer interviewed me for about 1 hour and 15 minutes.

My lawyer explained that, according to the IRCC website (canada.ca), a student is officially considered graduated when they receive transcripts or a completion letter from the college.

In my case, I got my transcripts on February 6, 2025 — not on November 13, 2024 (which was just the date of my last exam). We also showed proof of the email from the college.

So, my 90-day restoration period should be counted from February 6, 2025, not November 13.

Current Status

At the end of the interview, the CBSA officer seized my passport and said they would contact me by email or phone with the next steps.

As of May 28, 2025, I have not received any updates about my passport or work permit.

Not even sure what your question is but your course was completed in November so that is when the 90 days begin. It is based on course completion date and there is no way a college takes two months to process transcripts.

THe 90 days policy is on canada.ca website which clear that you are officially graduated when college notifiy you first
