Hi,I called CIC call center.They simply told me that this bill will be in effect for new immigration applicants to know what will be their citizenship procedure(first priority).But they clarified that' unless otherwise stated by the minister!"Such a vague statement!

now if the call center is right we can hope this bill will not be retroactive to current PRs. That is a more realistic hope.

I really hope that its true , however when I called CIC around two weeks back , the agent told me that the law will be applied to all new applicants , no matter when they became a PR !

current PRs means what? Are you talking about not being retroactive for people who just applied for Citizen .. or anyone that holds PR at this moment? I don't think this has to do with who holds PR ... Having PR doesn't necessarily leads to getting citizenship .. some people stay PR and do not apply for citizen .. especially from countries that doesn't allow Dual Citizenship. There should be a transitional procedure somehow but I don't think it will apply on all PRs.

If only the future PRs will be subjected to that law , how could CIC claim to bring the processing time down to under 1 year by 2015-16 ? As the future PRs shouldn't not be eligible for applying till 2017-18 at the earliest !

And more than that,they replied that this bill will comply with new immigration policy that will be in effect from next year,2015!

I think it fits well together and makes sense.On one side,CIC has newly legislative passed law for citizenship and immigration,and on the other side,the new changes on receiving application for immigration in 2015 policy will take in effect.

From this point of view,CIC wants to have more recent skilled workers putting in the market easily without being in pressure on processing their citizenship!

New slogan:'stay tuned with your PRs' while staying in Canada!'

Does this bring us hope that implementation date will be Jan 1 2015 for new citizenship law? I bet CIC is monitoring this thread to watch for public reaction so they can plan for next move.

means future PR applicants. people who landed as PR in 2011-2012 will apply next year.

So simple!If you could postpone new immigration applicants requests for citizenship for a long time,you have enough time to process those are in back!
The CIC philosophy is probably meaning not to staying in full buffer capacity!They learnt their lesson!

Personal guess is either July or September. If they wanna really decrease the backlog fast, doing it sooner is better than later.
Again this is just a personal guess. By the end of week, things should be pretty clear.

they can easily reduce the backlog by removing all the CJs and not even needing to make the residency changes sooner.

Yes thats of course CIC philosophy and the mentioned that in the Parliament already that one of the reasons for implementing this Bill is to get rid of previous backlog! How this will happen? by having small number of applicants or almost no applicants during the year this will come into force (as the requirement will jump suddenly to 4 years) .. then they will have the time to finalize the backlog applicants.
