I do not think there will be a third reading on the same day. This type of bill will have to be discussed thoroughly before it goes for voting (3rd reading). Sometimes the debate continues for months. So dont worry about it yet.

this is not some routine budget bill that zips through - far from that !

It is a controversial 60+ pager that is going to generate a lot of debate. A lot of nastiness and protest has already been generated in the media and among different constituents.

Is it true that the last bill regarding citizenship rules in 2007 after passing , still took one year to come into effect, to give enough training for staff and to make changes in the system?

And you know this how exactly? The committees, just like the House itself are controlled by the Conservatives, who have a majority in it and are the ones proposing the bill. If there are bills that can go from introduction to passage in as little as three days, what makes you think they can't ram this through in very little time? Yea this is a big bill but that doesn't mean anything if the party in the majority wants it passed.

just a positive note on that - a majority govt. does not means that every bill gets through and without any resistance. they might be able to priortize bills.

After 2nd reading (Debate) comes the 3rd reading where debate continues and then a vote. If the bill will get more than 50% votes in favour, it is considered passed and will be forwarded to the senate where 3 readings and voting will take place. After a bill is passed by both the houses of parliament, it will be sent to the Governor General for royal assent.
