All of my pay slips for Canadian experience are bi-weekly. Is the 60 hours cap per two weeks suitable for calculating FTE?

Example:

Pay periods
1: 45.5 hrs
2: 56 hrs
3: 47 hrs
4: 57 hrs
5: 55 hrs
6: 23 hrs
7: 38 hrs
8: 18 hrs

Most Canadian employers pay their employees bi-weekly (in some cases twice/month). You should calculate your working hours on a weekly basis - i.e. to calculate it as full-time you must hit at least 30hrs every week. Therefore, 50hrs one week and 10hrs the other week is not considered two weeks full-time (but rather the equivalent of 1.33 weeks)

Whether they are going to find out if you claim it as full-time experience regardless is another topic, but it could come up if they for example contact your employer.

I know I need to calculate by week but I do not have a record of my weekly hours worked. Surely I'm not the only one in this position.

You should have an estimate provided then on your reference letter, e.g.:

Hours worked: Between 18 and 32 hours per week
Average hours worked: 25 hours per week

Where the average should actually match the number you get if you take all your hours worked since the start of your employment, divided by the weeks you worked.

In this case though, before claiming 1-2-3 years of Canadian work experience I'd recommend getting at least several extra weeks under your belt as it's likely they will disqualify some of the work experience if it's likely you exceeded 30 hours in some of the weeks worked.

The first letter my employer provided (I've since asked them to revise it) stated:
Full time: 30-40 hours per week
Total Hours: 374

This is over 17 weeks of employment. So my average is actually, 20.9 hours per week. Thus, their letter is incorrect. I only have bi-weekly pay slips to work off my allocation of hours.

tessa, yes, it is OK to use bi-weekly hours and "60 hours every 2 weeks" to determine part-time / full-time status.

In this example, all of your hours per pay period are under 60, you are part-time and you can calculate your FTE just by adding up the hours and dividing by 30. In this example, I get 339 hours / 30 = FTE of 11.3 weeks.

Yeah, you might want to ask your employer to revise the letter, since your supporting documents will not match the letter.
