BG in Progress

Applying for Canadian PR has made me such a pessimistic person. I just want to know that BG in Progress actually means that I have passed Eligibility A11.2 and R10? Criminality and Security?

Thanks, so my question is again posted below

Most folks who got a rejection got it within the first couple of weeks after AOR. A few got it 2-3 months after AOR (like Asivad Avad, over a technicality). My question is to those who got a rejection late in the process: did your background go in progress before you got rejected? Or did you get rejected while the background check was still "Not Started / Not Applicable"? Someone casually mentioned that rejections after a background have started is extremely rare, but I thought I'd ask folks who have had the misfortune of experiencing it.

If you indeed got rejected after your background check went to 'In Progress / We are Progressing your BG Check', please share the reason.

What is that mean?
