Recently I was at an Immigration workshop, put on by the local New Canadian Centre.

The presenter said that Canadian Immigration, has a target of 240,000 - 265,000 new immigrants per year. The actual number of approved cases for 2008 was 247,232.

The presenter then went on to say that priority is given to different Immigration classes.

I originally hoped to submit my application for PR last fall after getting married (permanently) and moving here (temporarily until PR status was given, LOL). Little did I know then I would be waiting 6 months just for the required FBI report that was once rejected because they could not read the fingerprints....

Does anyone know if there is a best time of the year to submit your PR?
In other-words (say) the Canadian Immigration targets 65,000 PR applications under Family Class (out of approximately 250,000 total new immigrants). Does any one know if that target number is ever met for the year, and new applicants are put on hold until a set time?

There is no best time of year. The targets discussed were for the Economic Classes and then there are estimates of the other classes. Family class for spouses and dependent children are given priority processing over all others although it doesn't feel like it at times.

They process applicants by date, you will see on the website that they are processing for a certain month so all apps recieved in feb will be processed before they start march for ex.They do not give priority over race,or where your from.
Your app lands in immigration and is put in the pile with the rest then they process as per date nothing else.
And per certain time of year,i dont think they slow down anytime. And no class has priority over another like i said at immigration they are processed by date recieved. Its just that different sections work on different apps.Family class is by itself.
Good Luck.
