Before DM, file transferred, is that common?

Inland, I got AIP and OWP 3months ago,
And I received email that my file got transferred to Vancouver office,
which is my local office for further assessment.
And they said that they may ask for more documents or evidences etc...

Meanwhile, one of my friends applied same category PR 2months later than me,
she got DM already.

Why they didn't make decision in Vegreville, and transferred it to the local office?

I'm married to canadian guy, and our case is very straight forward,
nothing complicated at all.

Has anyone gone through this?

It's like a movie I saw with I don't remember who. Turns out this US immigration officer would toss applications up in the air and the ones that landed on his desk would get approved..

Ya, that's funny...
If I think that way, there won't be any headache..
I'm just worried about, why they transferred my case before DM,
and how long I have to wait more,
and if there will be any interview...
