BC PNP paper based IELTS requirement

Hello,
My sister will be applying for paper based BC PNP International Post Graduate. In the documentation it did not mention about IELTS or CELPIP for post graduate category although it mentioned about IELTS or CELPIP in other paper based BC PNP category. However, in the CIC checklist for paper based pnp it states that you must include your english proficiency test result. Could any one verify that what is the english language requirement for paper based BC PNP.

I have the exact question as you used to. Can you please let me know if I need to submit ielts for this stream and paper based application? I received my nomination and haven't taken my ielts yet.
