It's not possible to refuse the Work permit, i think the officer asked some technical questions to your friend and he miss represent the answers to officer, that's the reason he got the rejection, i have heard so many cases who apply Work permit on Work Permit Support Letter and everyone got approval.

Doesn't matter on which category you were applied as long as you have Work permit Support Letter from BC PNP they will issue the Work Permit and one more thing Officer don't give you a rejection until unless you didn't do anything wrong, if the officer said that we have a doubt that you were working on Visitor Visa, they need valid proof before rejecting you, in Canada decision is not made on Doubt, i am sure your friend did something wrong.

He just went to the border without the Support Letter, I am not sure is it the reason.

Thats the correct e mail. It automatically send auto response and sometimes the send an additional reply which can also be very generic and not very helpful. I have been going into thier office and asking at the front desk.

sorry for the delay in posting... asked 1 week ago: "is it possible to know (roughly) what number of applications are you planning to process during this year?"

answer was: "It is 4, 150 for the calendar year. Currently we are working on May 2014 files." (but, I repeat, I asked 1 week ago).

if the above table is correct (and they are asking docs for #293*), they are processing around 35 applications per day.
