But ESDC is the one with the power to process and suspend LMOs. I see the NOC 6622 on their list of affected job types. I even posted a link to it.

Yes, but the employer must be in the "Food Services Sector" as well... It's AND not OR. (This is how the English reads for me)

For example - 6611 cashier http://www30.hrsdc.gc.ca/NOC/English/NOC/2006/SearchKeywordResult.aspx?val11=Cashier&val12=0&val13=0&val14=&val15=0&val16=0 - most of these have nothing to do with food at all.

Most Recent changes to the Temporary Foreign Worker Program.
As you must know already, the Canadian Government has just made more changes to the Temporary Foreign Worker Program and has temporarily stopped processing LMOs for the Food Service Industry. At this time, no Restaurants, Fast Food Restaurants, Food Outlets or Coffee Shops can receive LMOs.
People working in restaurants and food outlets which are part of a hotel and are operated by the hotel should be fine. Meaning that the Hotel and Lodging Industry and other industries like Retail are still able to get LMOs as usual.
To help you with this, I will have an “Open Discussion Session” on the most recent changes to the Temporary Foreign Worker Program.
The session will be next week in Banff. You do not need to register; just come to the meeting with your questions and concerns for an evening of discussion.
Date: Tuesday April 29, 2014
Time: 6:00 pm to 8:00 pm
Where: Town of Banff, Council Chamber
Cost: FREE
No need to register

i agree with zardoz. though 0621 is listed in the moratorium list "retail trade manager", it doesnt mean you are serving food or drinks. you can be a manager in a lube shop, antique dealer and so on. this is from tfw moratorium q/a.

auto dealership manager
auto glass repair shop manager
auto rustproofing shop manager
automobile repair garage manager
automobile repair shop manager
automobile servicing manager

so if you are a manager which involves serving food and drinks, then you are affected. say you are a "auto glass repair shop manager" which obviously doesnt deal with food and drinks, you are not affected. you can serve coffee for a customer who is waiting in the lobby while you repair his/her windows but it doesnt mean you are part of the food service industry because your main duty is with auto glass repair.

as for the guy who has a LMO from RONA (which is formerly known as Totem Building Supplies Ltd.), which deals with hardware products and etc. i dont think you are affected. check your contract with your employer, it should state in there what are your duties as an employee.

i hope this helps others cause im currently waiting on a lmo approval.

i read the first website you posted previously, unfortunately my job offer was line up with the light duty cleaner on the website you publish here.
like others my LMO application is on process too, we had sent additional information to CIC last march 2014.
and gave me the assurance of getting LMO after 2months, so probably this month of May.

could you please give me the exact information full detail what are the affected NOC or work under to that suspended LMO or TWP..

Where is your point of entry..Mine is Toronto. Everybody here in Canada told me i was luck because I enter from Toronto and not Vancouver. Im sorry guys but Im just trying to give you infos i heard here. They said it was true that there are Filipinos coming from Taiwan who didnt make it to the immigration and was sent back to Phil. But they said it was random....not everyone actually got rejected. I ask them if they have proof seeing it they said its in TV Patrol but I didt see any ...So guys just what I said keep up the faith. Wala pa nmn sa forum na eto na nahaharang diba. Sakin lng wag tayo panghinaan dahil sa nrrinig ntin na wala pa nmng proof...

They allow applicants to enter Canada as long as you already obtain approval from CIC prior
