Authentication of Documents (COLOMBIA) marriage

I have all the documents I need in order to get married in Colombia.
Birth Certificate (certified true copy/notarized), Affadivt (notarized) of not being married, passport (ctrue copy/notarized)
I got FORM 10s done for all the documents. (because an apostille is required and that is what the Notary gave me)

now my question is (and this is what confused me) is where do I send it to next to get it authenticated?
My notary told me to bring it to the Society of Notary publics where they authenticate the signatures
but I have seen people who send it to Foreign Affairs in Ottawa to get authenticated...
I am not sure if they both do the same thing?
but this would really help me out!

the legalization process is really clear so I am okay with that but just this is what I am confused on!

I also talked to the Colombian consultant here in Vancouver and they told me they could authenticate it, but I am just really confused. But I told him what the notary told me and he just told me the legalization price. There was really no clear answer from him.
