Thank you for correcting that. However I should add this is only true if you are deemed a resident for tax purposes. A deemed non-resident (someone who has no residential or monetary ties in Canada, ie someone who likely is just flagpoling, may not necessarily be considered a resident for tax purposes and would not owe tax on their foreign earned income). My wife is one example. Of course it would require filing for that status, and may or may not be worth the hassle for just a few months.

Also for other US Citizens who just got DM in ECAS from Ottawa, I did some more sleuthing and it seems that Ottawa is pretty good about mailing out COPR right away after a DM if you are a US Citizen.

One post back in February:

generally, for visa exempt applicants from the us, ottawa does not send anything by email. the applicant will receive the COPR letter in regular mail and nothing else regarding the decision. generally it can take anywhere from 1-4 weeks, depending on where it's being mailed to from ottawa. it arrives in regular mail in a brown envelope. generally, for us citizens being processing in ottawa, DM means either the COPR was mailed that day or the day after.


This was not the only post on the matter I found (dozens of posts suggest the same). I have not seen any Ottawa Outland US Citizen posting that theirs took longer than this and almost always was mailed out immediately after DM. So my hope just got a bit brighter!

What about not visa exempt applicants but already in Canada and processed in Ottawa VO like me?
Also COPR right away or PPR first?

If you're not visa exempt, you will get your PPR first. However it "shouldn't" take any longer than a US Citizen would in getting their COPR. From what I read in the past, Ottawa is pretty good at turnaround time for PPR and then COPR so it really shouldn't delay you more than 1-2 weeks! So in your case, once you've already mailed your passport, you should get it back with your COPR within a week or two of them receiving it.

Great sleuthing, Knowledge101! So are you saying that a DM on ECAS means that the CoPR is mailed? Or are we still waiting for a change in MyCIC? Seriously crossing my fingers for confirmation by the end of jan as that would be an ideal time for us to head to the border. Going to the border is something I have to plan on ahead of time as I need to take a day off work and arrange for care of the kids etc etc

From what I saw, some people had only a DM on ECAS with no change on MyCIC even after receiving COPR, some people had a DM on MyCIC with no change on ECAS. Some had no change on either and both still showed processing but received COPR/PPR anyways!! So I wouldn't rely on the online system here on out. As long as you got a DM on one, your COPR/PPR "Should" have been mailed within 1-3 days and be received in 1-4 weeks depending on distance you are from Ottawa. Generally speaking it seems the COPR is mailed either same day or shortly after DM (within a day to 3 days)...which means we could expect it in the mail any day now!!!

Also some lucky few received an email notifying them of the COPR being mailed, but this was rare and most never received one, so don't expect an email but if you do it will only confirm your suspicions that it was mailed.

I got an email from Ca high commission, it sounds like final stage before issuing COPR. However, I am a little confused for their requirement..

1. They request 2 passport size photo which I had submitted prior to my application, though I didn't indicate my name etc, I correspond with High Comm by email last month or so and they told me that it is fine. Bcos I was planning to resubmit together with my COC.

2. They request for my passport to mail to them. I come from visa exempt country and being that I am in Canada. Is there other channel to do that?

Do you have multiple passports from more than 1 country? I have heard of situations where someone had a Visa-Exempt Passport and another Passport that wasn't exempt and they were required to send in their passport for a visa. It depends on where your application was processed. Was it Ottawa or somewhere else? If it wasn't Ottawa, that is why.

As for passport photos, its possible they got lost

It's Singapore VO, I thought I read it wrongly but they even state each country and what are the procedure to submit the passport. It seem to do with eTA.. I might be wrong. But I wonder anyone have such encounter.

Gosh.. should I go see my MP? I believe he will be in office today or tomorrow.
