Aug 2021 SDS applicants please gather

Just wanted to confirm one thing about File series.
A person who has applied in August will have the File series number smaller than the one who has applied in September ?
If IRCC process applications on the basis of file numbers then it would be first cum first serve basis, so this is also not true because applicants of Oct are receiving decisions on their files but applicants of July, Aug and Sep are still waiting.

Sep 16th files like mine are awaited and there has been results all over for the month of Sep and even we can see results for Oct and Nov now.
My strange scenario -
SDS File,
Upfront Medical - 24th August
Applied - 16th Sept
Got Biometrics Collection Letter - 17th Sep
Completed Biometrics & updated on same day - 28th Sep
BVL & PPR -
There is no movement in my profile apart from BCL on 17th. Not even medical is updated in my profile.

You applied on 2nd Sep and yours is Non-SDS but see mine, totally hopeless. A SDS file with no single movement except BCL.
Mail to emabassy in your country... They will tell you about the visa office.
They just have auto reply about Afghanistan and all that criteria, that's all.

I don't think that would be needed,I have seen similar profiles like you who had done biometrics in Sep end and October start, get medical upadated, BVL and PPR on same day.
