asking about driver licence to super visa holder

HI all
My father has super visa ,(the Super Visa allows an individual to stay for up to two years at a time in Canada) , he is now in Canada and he is planning to stay about 18 months in Canada, he has medical insurance for super visa. Can he apply to get a driver license in Ontario???
