Arrived in 2019, country had a coup in 2021. Exempt from the Bill C-12 1-year asylum bar?

Hey everyone,
I’m preparing to submit an inland asylum claim and need to confirm a technicality regarding the new Bill C-12 rules.
2019: First entered Canada. Never left.
2021: A military coup happened in my home country, and the risk of persecution grew significantly over time.
According to the IRCC eligibility criteria for the 1-year deadline, it states: "This applies if you entered after June 24, 2020."
Because my first entry was in 2019, I am completely outside that retroactive window. Does this mean I am legally exempt from automatic ineligibility, and my claim must be referred to the IRB for a hearing? Has anyone who arrived before June 2020 successfully passed the initial eligibility screening recently?

No it applies to you as well. Have you had status in Canada since 2019?

No it does not apply to him. Bill C12 apply to claims who entered Canada after June, 2020 and filed refugee after June 2025 (if they file more than 1 year from first entry after June 2020).

thank you so much for answering my question, I just wanted to make sure I had a high chance of going to IRB hearing. I'll confirm the rule with a lawyer and proceed with the claim.
