Arranged employment from a restaurant franchise... is it good enough?

If a restaurant franchise (example; Pizza Hut) in Canada offers someone who works at one of their restaurants in the US a job as a cook ("Cook" is on the NOC list of approved "skilled worker" professions) in writing, is that good enough to apply as a skilled worker? Or does it need to be something more elaborate for the HRDC to approve it?

I've been getting a lot of conflicting info. Some say if it's in writing, no problem and the company won't even have to show that they looked in Canada to hire first. Others say that being a cook for a chain restaurant is not enough to be granted entry to the country, regardless of offers of employment, and that the HRDC won't approve because it's a job that could easily be filled by a Canadian.

Can anyone clear this up?
