Are saving certificates sufficient as a POF for a canadian study permit?

Hello guys,
I am applying for a study permit for Jan 2016 intake. I have some saving certificates with my mother and father. Can I show them in a proper letter attested by my bank mentioning the exact amount as my POF to pay my tuition and other costs in Canada? OR I have to show some liquid cash as well?
Are these saving certificates counts and Can I show them as my financial assets to apply for a study permit or a visit visa?
