That's why Vancouver now is not in the top list, because if you don't have enough $$, you can't buy a house. Rental is also expen$ive. It's like if you have lots of $$, to live in Vancouver is better than to live in Toronto or Quebec. But if you don't have lots of $$$, other provinces are better than Vancouver, because wages is higher and things are cheaper. There are also lots of cheaper places in Vancouver, but not really good for families with kids, like Surrey for example, lots of gangsters, drug dealers, etc. Good places like Shaughnessy, Point Grey, West Vancouver, etc, the price of a proper house is hardly below 4 million, and that's old house (1980s). New house is over 7 million.
After all, Vancouver is in BC, and BC stands for Big Cash.

But small cities will also have high cost of living, and difficult to find a job. Maybe consider a big city but lower cost, like Alberta. I heard wages is higher, and things are cheaper than Vancouver and Toronto. It just..........keep snowing. That sucks.

Anyone from Montreal received an update.. I spoke with CIC towards the end of August and they told me the file has been transferred to the local office but that was it.
