Re: Visa offices. If you apply from within Canada, I think we all send it to Sydney, Nova Scotia.
And I believe after that they send your application to the visa immigration office depending where you live or where you are from.

Re: Canada Post. If you sent by Xpress or Priority, you should have a tracking number. Check the status on the Canada Post website. You also have the option to put your email address so you get notification of when it is received.
I made a tiny mistake to send it to the courrier address instead of the normal mail address. But hope there won't be problem. I sent my package last Tuesday March 26th. It was supposed to arrive on Thursday March 28th. But I guess because of the long holidays, it took longer and didn't arrive untul Tuesday Apr 1nd. But they gave me full refund for it.
