First of all,wish u a very happy nd successful 2012-the yr,I am sure,ur dream would come true.
I have been going through ur posts.UR inputs are balanced and nicely assessed.
I would appreciate if u could post ur opinion as regards the present scenario.People have posted their analysis backed by immigration data uploaded by CIC.Some are very optismistic and others depicted gloomy picture.I believe,forthcoming qrly review may be a determinant factor for the results we all are eagerly waiting for.

Dost, I am no expert, the little information I have is what I gain from here & Whatever I gain from my consultant which is not available here, I share with you guys.
I visited my consultant yesterday to top-up my file with some new documents related to my job & enquired about any new developments but nothing concrete they have shared. Only that some medicals are being issued for 29 NOC list applicants. Nothing for 38 NOC or Pre-June 2010.
Still I agree & strongly believe over your assumption that quarterly review will have results by March 2012 for 38 NOC list applicants.
Hope for the best.
