Can I use AoR from non-EE PNP application to apply for OHIP?
The page for BOWP application mentions that for non-EE PNP applications, AoR is given only after Eligibility is passed, but the same is not mentioned anywhere else on IRCC website.

Short answer is no. AOR is not AIP.
