Applying visit Visa while waiting for nomination(LOA)

Hi

I have submitted my full application with all the required documents for the Skilled Worker Oversees Program- Manitoba Express Entry pathway, and currently waiting for nomination/ letter of advice to apply. I would like to know if I can apply visit visa to Canada at this point?
