Applying on behalf of parents

I set up the account to create the application on behalf of my parents's short term visit but at no point is it asking me if i'm applying on their behalf as per the below. any thoughts? Also if i'm filling the form, should they still sign it?

Answer yes. You just need to fill up authorization form that will be given when you fill up the application.

I saw you replied on another post that I can apply from my own account? No need to create a separate one for them?
