Applying for Visitor visa on behalf of a parent

Hi guys,

Could someone please kindly help me? I am applying for visitor visa online on behalf of my Mom (who lives in Russia; I am Canadian citizen). I was told that we will need to have form IMM5476E /use of representative singed. And this is where I am confused: the online questionnaire asks "Did your representative give you a submission letter?" . Since I am her daughter and we have the use of rep. signed, does that mean that I have to say say "no" to the submission letter?

Guys, any advice? I am afraid to chose a wrong answer and my Mom being denied the visa. I would truly appreciate the suggestions.
