I have been pondering over this from last one week. My job profile suits two NOCs 2132 and NOC 2232. I have single reference letter, but it pertains to both NOCs.

I have already sent application under NOC 2132, last week.

So my query is:

1.) Whether I can apply under NOC 2232 to be safe? Are two applications allowed? or it will lead to rejection? Is this against rule? Has anybody done that?

Consider it can be done:

2.) I have two TRFs from two IELTS test taken in last 6 months... Both are band 8. So can I send second IELTS TRF along with new application?

3.) Also WES sent me two ECAs... Can I second ECA with new application?

Yes you can apply under 2 NOCs if you meet the minimum of one year of continuous full time experience in that NOC. You must send completely separate applications each with its own original IELTS and ECA and fee payment. If both are successful then at some point you will be asked to withdraw one application.

Would you say your letter shows that you approximately split your duties between the 2 NOCs? I don't know how that would be viewed by CIC, but I don't have any information that says they would view it negatively, so give it a go.
