Hello, I am trying to understand if I can create an account using my email address and apply online for my mom's PR card renewal. Is it acceptable as long as I submit the "use of representative form" signed by her?

She should have her own email address even if you apply as her representative. Assume she is currently in Canada if she is applying.

If you are a representative it's a good practice to use a representative's email, not an applicant's one. Besides, IRCC will use a representative's email by default most often.

I am not a licensed representative. Mom is not too computer savvy - so am thinking if it is better to just do a paper application which I fill out and she signs (along with the use of representative form).

It doesn't matter licensed or not in this case.

You still have to declare yourself as a representative
