Applying for Canadian PR... currently on H1-B VISA

HI Experts,

I am currently on H1-b VISA staying in California.
I did my master's in US and have been working on H1-b visa since Oct 2008 and my current 6year H1-b will expire in 2014 Oct ... Also my GC process is not yet started.
My Employer has been delaying my GC process. While i get my GC process started. to be on safe side i wanted to apply for Canadian PR.

Can some one please advice under which category can i apply for canadian PR. Also do i need to secure a job in canada first to apply for PR?
Can some one share any immigration law firms and your experiences with them who can aid in applying for PR ?
