Even I was wondering that, but looking at current scenario that might be risky. I would say lets email IRCC covid email and request them to give letter of authorization the way they did last summer.

Given that Canada doesn't want people traveling from India it seems unlikely they would make it easier for people to return from India while the travel ban is still un place.
