Hi experts, my cousin who is in US wishes to enter Canadian Boarder by land to make refugee claim as he does not have a visa for Canada but his brother in law (wife's brother) is a Canadian Citizen and both father in law and mother in law (wife's parents) are PR. Does this make him eligible to enter Canada having close family there and make refugee claim, although his wife and children are not traveling with him.
 
If he can reach Point of Entry yes he can. A word of Asylum is enough to treat him one. Yet he need to have a visa for Canada to enter the country.

No, his in-laws do not qualify him for an exemption from the Canada-U.S. Safe Third Country Agreement.
