Apply through EE two months after the cut-off score have been announced

Current cut-off: 542
Hi my current score is 550. But I have to wait till the end of August to meet the ONE-YEAR WORK EXPERIENCE requirement.

But, if the cut-off score will go down from now on, will I be able to enter the EE pool and compete to receive an invitation?

It's not clear what you're asking. You need to receive ITA in order to submit your complete application. You will need to enter the pool and then wait for a draw and ITA based on your score. You can't benefit from the draws that happened in the past.

I haven't yet entered the Express Entry, because I haven't yet met the Work Experience requirement. By the end of August, I will meet this criteria.

Yes along as they are still drawing. I think end of August is fine.
