My stepson is currently in Canada on an entry from October. I have already filed for an extension. I have also filed to sponsor my spouse and him (AOR not yet received).

I would like for him to leave Canada and visit Thailand this summer. Can I apply for a new multiple entry TRV for him before he leaves Canada? Ideally I would like to get some verification that he will (likely) be issued a new TRV before having him leave Canada.

Yes, you can apply for a new TRV online while he is in Canada.

Note that with the travel ban currently in place, he may have trouble returning to Canada and his travel may be deemed to be non-essential. We have a few cases on this forum where family members are stuck outside of Canada. Right now the travel restrictions are in place until end of June. Possible they may be extended and also possible they may not be. Recommend you wait until after the travel restrictions are lifted before he travels so that he doesn't get stuck outside of Canada.
 
When using the online application process, if you select Visitor Visa and also being present in Canada, the only option is for an Extension of stay.

If I select a different country, then I am required to fill out IMM5257 Application for Visitor Visa (Temporary Resident Visa) Made Outside of Canada. Does anyone know if I an fill out IMM5257 while he is physically present in Canada? Assuming he is approved for a new multiple entry Visitor Visa TRV, where would the passport be sent to be issued a counterfoil?

IMM5257 allows you to select Canada as current country of residence.

To be clear, he is currently in Canada on a extension, from his long expired TRV. He would like to go to the US for the summer, but we want to make sure he has authorization to travel back to Canada (before leaving).

You can apply for a visitor visa from inside Canada if you meet all the conditions below:

  • you’re already in Canada
  • you hold a valid study or work permit
  • you want to leave and return to Canada in the near future
  • your existing visitor visa is expired or was valid for only one entry

does anyone know if he can apply for the TRV within Canada WITHOUT having a valid study permit or work permit? He is part of an on-going family sponsorship application, but his TRV expired a year ago, and he has been on visitor extensions since.
