Apply for study visa now or wait?

A relative will be applying for a study visa for Sept 2020. However, right now he will not be able to get to a VFS office to give biometrics when requested due to covid-19 travel restrictions in his country. The question is whether to apply now or wait until he will be allowed to travel to get that done. Is there any benefit to apply now to get the ball rolling or should he wait until he will be able to get to the VFS office? Thanks.

apply now to be in Q for biomatrics later it will be too many application .
