Apply for BOWP with the "We are reviewing whether you meet the eligibility requirements" in online profile

Hi there,
I have a closed work permit. My BCPNP nomination doesn't have restrictions on employment - the field 'RESTRICTIONS ON EMPLOYMENT' has 'NO'.
My paper APR is being processed for 28 months. According to my GCMS I have "Eligibility: Passed" (updated on May 3, 2019).
Let me quote the conditions of eligibility for BOWP:

If the paper APR under one of the qualifying economic classes was submitted by mail prior to January 1, 2015, or has been submitted outside of Express Entry system, it must have a positive eligibility assessment for the foreign national to be eligible for a BOWP.
The positive eligibility assessment is considered to be made once the status of the “Eligibility” field in GCMS is set to “Passed” (or “Met” for FSWC applications submitted prior to January 1, 2015), or an acknowledgment of receipt letter or email has been sent to the applicant.
Applicants applying for a BOWP must include a copy of their acknowledgment of receipt letter with their open work permit application.

I stressed important parts of the text. As you can see I comply with this requirement, but the following statement confuse me:

Is AOR letter the e-mail people get when IRCC opens their applications? If yes, then could I apply for BOWP?
