Applications "under processing" for more than 15 months and not finalized

Hi all,
My brother is Express Entry applicant (not inland), his PR application started processing in January 2016 and to date he is still waiting. The wait has been 28 months. It's preposterous. Has anyone experienced this? We have tried contacting cic and we get generic responses saying your application is undergoing background checks.
In his case though, he got married during the process and included his wife in the application which also in the middle of 2016.

When did his security screening start? Whats his nationality? Whats his occupation and in how many coilumtries has he lived or worked?
I don't exactly remember when his security screening began. However, they already requested the medical twice, as medicals expired. Now they have expired the second time as well. But we have no correspondence from cic since November 2016.
His nationality is Pakistani. He lived in Melbourne for two years for University. His occupation is Supply Chain Specialist for USAid.

Thank you for your very helpful advice. The MLA actually contacted us and gave us very detailed info.
Here is the response:
– I spoke to IRCC regarding your application received Jan 14th, 2016.
Standard processing time is 6 months.
This means 80% of routine applications are finalized within that time frame, while 20% take longer.

Eligibility is passed.
Criminality passed June 29th, 2016 for both.
Spouse's security checks passed June 29th, 2016.
Your security checks were launched June 30th, 2016 and are in progress. They cannot be expedited and timelines are not available.
Medicals have expired. New instructions will likely be sent upon completion of your security verifications.

Shaheer, can you please tell me what exactly entails security verifications and why it could have taken nearly 2 years?

Nobody knows. its a security check thats all we know.24 months in ss is a bit too much
