Hi! The country you reside in, in my opinion, will not affect the length of time it will take for your application to go "In Process".
However, if the country you reside in is a different country to your visa office, then this will likely have an impact on how long it takes to get medical request - since document background checks will take longer across countries. It will also impact take it takes to get PPR/visa, since security background checks will also probably take longer across countries.
