Application returned

My application returned together with a letter to my husband, stating my application will not be processed until the re-submission. The letter mainly concerned about my police and clearance certificate was missing.
I understand I need to collect the police certificate in HK even if I am a Filipino (had checked this point from Canada Visa Official web before), but the web stated not required on this stage. So I didn't apply any police certificate in HK.

And now, they returned the whole application package. And the forms had been updated during this processing period.

1) Do I have to re-submit new version of forms? because my forms are expired now.
2) I am also applying the police certificate in HK but police said they will directly send the result to Canada, so how would they process my police certificate? because Canada official said my case would not be processed at this stage in the letter.

Yes, you need to re submit new version of the forms.
You need to include police certificate with your application, I have never heard about police sending certificates directly to Canada.
How long have you been living in Hong Kong? and where have you lived the most since the age of 18? I think you will also need to include NBI certificate in your application, lets see what the experts say.
