Application returned! Need help

My application for son's sponsorship got returned. Should I make a payment of 150$ again while re-submitting the application?

When i had an application returned a while back they included a page asking how i wanted to proceed, request a refund of the fees i had paid or resubmit the application including the missing forms. Is there anything like that included in your returned application?
