There is no "within Canada" sponsorship process for parents. You can only apply for her using an "out of Canada" process. You can try extending your mother's visitor visa so that she can visit Canada longer. But sooner or later, she will have to return home. Be aware that this application process for parents takes 5+ years to complete.

Thanks Scylla.

What is the maximum extension of visitor visa she may get?

There is no official maximum. Each time you request an extension, CIC will decide if she has a good enough reason to extend her visit.

If she wants to live here as a caregiver, she would have to apply through the live-in-caregiver program.

The application process is outlined here:

http://www.cic.gc.ca/english/work/caregiver/index.asp

If she were to apply through the live-in caregiver program, she would need either a 1 year work experience as a live-in caregiver or a 6 month course. Having raised children as a mother does not count.

Aside from that, she may be denied because she is your mother and immigration may not believe that it is a real job offer.

Try for the visit visa extension for as long as you can or apply for a multiple entry visa so she can visit you often. To get the visit visa extension, I am sure that you have to show that you have arranged for her health insurance and that you can support her financially.
