In IMM 5406 (Additional Family Information), the PA must write down his/her family/relationship etc.
What if his/her parents divorced, then remarried and had other children (half-brothers/sisters)?
What if the PA has no any information about them?
How would the PA enter this information on the form?
This question applies to all family members, because each of them (over 18) must complete this form separately, regardless if they want to immigrate or not.
 
If not a dependant, no need to fill another 5406. So each family member over 18 but under 22 (generally speaking) will need to fill a 5406.
If PA doesn't know info about the half-siblings, he can fill in NA under siblings. he can add a letter of explanation.

IMM0008 is only for famly members - in the sense of immediate family members.

There is another form, additional family information, where adult siblings and the like should be entered.
