In my case and many others that I know, the PCC was asked with RPRF and MR.
The PCC is normally asked once you pass the eligibility. PER doesn't mean that eligibilty is passed.

I did not receive PER letter. When do I expect to receive PER?

Also, any ideas about how long it will take to get our passports back?

Mine is still in progress.

From what I've seen, typically it takes between 2 to 5 weeks to get back your passport. However, we have seen numerous PPRs sent out this week. I expect to see the same number of PPRs in the next few weeks, which means there might be some delay in sending back passports. But, we need to be patient as it is the very last (and probably sweetest) stage.

It seems like CIO is working on weekends. Yesterday I could not
access my ECAS but I checked no and it is saying in processing
application was received on October 6.

Hope to heat about PER soon.. (fingers crossed)

No, I got PPR yesterday but ECAS is still showing in process (medical results have been received).
 
I have access to ECAS now. And guess what??? :o
My application reached CIO on September 8. ECAS says they have received my application on OCTOBER 8 >:(
This is why I was charged with 1 month delay. And no PER yet. I think I should go public on this. They have hired a bunch of kids to process our applications. They still do not know that September comes after August not October. I will contact MP....

Yes it is bad... seems October first week applicants are getting access to ECAS (Like I am october 6)

I have received PPR on Jan8, today i can see Decision Made in my ECAS.

Yes, my ECAS changed to Decision Made today.

I sent my transcripts to another organization (ICAS-CANADA). They never sent me any letter, just two originals of the ECA report. They also sent me an email saying that my assessment has been completed and two reports have been sent to me. I only submitted one original ECA report with my application to CIO and no problem so far.

Did you also send proof of your educational credential such as copies of education certificate, diploma, transcripts? Or you only submit ECA report? My application was returned without charge because I did not send them proof of educational credential. I only sent original ECA report.
