Based on my experience, they response in about 5 weeks. My last inquiry was on July 4th, they responded yesterday, August 11th.

You will see that there are charges (not PERs) up to May 13, 2014.

Hmmmm. I also did not get any auto-replies. Does it mean that it did not go through? This is weird. Can others confirm this?
 
Now it almost takes about 2 months to cash the application fees, but I saw someone has paid the permanent residence fees only for 3 months (submitted application on May 1, 2014 but paid the permanent residence fees on August 1, 2014)

I am wondering whether the immigration processing time becomes faster or slower?

I am thinking maybe their server distinguishes between inquiries and replies, only sending the automated message to the latter. Could be based off of the content and/or the subject line.

I just sent another one today requesting confirmation that they have received my documents. Also no auto-reply.
 
I agree with aalm. I sent one email today to CPC-CTD-Ottawa @ cic.gc.ca , but didn't get the auto reply. I used another email address to send it to that address again but still received no autoreply.

Can the third person confirm? Something went wrong with that email address?

Don't test them with multiple e-mail address!
