Ok, if we assume that arranged employment is only beneficial for people who want to apply through that stream, then what does the following quote mean? If the person has one job offer in hand before applying, why should there be the following rule?

I can't conclude anything, but the following means that those who got a job offer in the middle, should get points. It would be meaningless to award points to an applicant who applied through "arranged employment" stream, and then got an arranged employment in the middle!!?? So this rule should be applied to some other streams inside federal skilled worker? Why should they exclude PhD stream from such points?

Section 9.15 of OP6B:
"if the applicant or their spouse or common-law partner completes further study, works in Canada, arranges employment in Canada, or gains relatives in Canada between application and assessment, and submits the necessary documentation, points must be awarded accordingly."

I was also under the impression that they will consider gaining new experiences after applying. But the thing is that you, nonetheless, must have 1 year experience before applying; i.e., if you get several points for spouse education or gaining relatives but do not have the required experience, then none of these are going to help you.

About that clause you have quoted, I really don't know what they do "in practice". I remember they gave points for gaining relatives to one applicant. But, they clearly did not consider my new jobs after application at all; they mentioned it explicitly in my rejection letter.

Quoted from the email: "I cannot consider any work experience obtained after the submission of the application".

Aidina refers to the next date by which the file will be reviewed by an immigration officer. His reference is to a situation in which eligibility, criminality and probably medicals/security have already been passed and the application is being finalized.

If you would like to know the next available date on which your file will be opened refer to 'Application Assignment' on page 2 of your notes.

My experience is slightly different than what you describe:
My partner and I came to Canada (from the US) under my study permit in August 2010. We got a study/(open) work permit for three years. In August 2013 we got new permits (not renewing our old ones). My new study permit is good for another four years (until August 2017). However, my partner's (open) work permit is only good until 2013 April 03. The reason given is a law was passed, effective 2011 April 03, that limited open work permits to a total duration of 4 years. The immigration officer at the border told us she gave us the maximum time allowed and only counted the four years from the date the law was passed.
