I re-applied again on May 1. They took the money on May 7. But still I did not receive my PER.
Does anybody know how can I contact them about this?
Where should I send email? Sidnay ok Ottawa?

When I applied the waiting for PER letter is almost 7 months. Now you say you need to email CIC and you are less than a month!!! Hope better but you should be patient

Do you have enough money to satisfy the settlement funding requirements? If so, I would say apply under FSWP now (and if after one year of doing a Canadian job, you have not gotten medical yet, then apply under CEC to have both applications processed in parallel). Since you already got your PhD (and since it's a Canadian degree), you will have a really easy time getting above 67 points.

You will get 25 points for your Canadian doctorate (and you don't even need this to be assessed since it's already a Canadian credential). You will definitely get the five adaptability points for previous study. That's already 30 points. Assuming you have at least 16 points for language (I'm sure you are above this), and 12 points for age (if you're under 34), then all you need is just continuous 1,560 hours of work experience within the last 10 years to get 67 points. The main challenge is to document work experience (LEADING STATEMENT + JOB DESCRIPTIONS matching what's on the website).
Thanks asbereth for such a detailed reply. Yes, fortunately, I've sufficient funds to support myself and my wife. Regarding the CEC, I just recently accepted a postdoc offer from a Canadian university (I now have the appointment letter). Please note that my work experience looks like as follows: (i) full time Lecturer in Pakistan for 3.5 years (NOC 4121 "University Professors") and (ii) accumulative TA/RA of more than 1 year during PhD studies (NOC 4012). I calculated my IELTS points and they turn out to be 20. So my score looks like as follows. Language 20, Education 25, Adaptability 5, Age 12, Full time Work 11 -> Total= 73.

So, for now, your advice is to reapply under FSWP in the PhD stream?

sorry to hear that :(...but if iam not mistaken didn't you have alot of work experience back home as well?...is it this experience they rejected or your RA/TA?

Same situation here. My application was received on May 2nd and credit card was charged on May 7th. Still no PER. I saw the guidelines to contact CIO, Sydney in that they mentioned that you won't get a reply for your email if you apply with in the past 6 weeks. And I believe that we are not supposed to contact Ottawa unless we have file number in hand cause CIO, Sydney transfers the file to ottawa once the file number is generated. Hence Ottawa will not have any of our case information now.

I'm sorry about your rejection. Is it just the leading statement or the job descriptions as well? I remember your letter as being quite detailed, so it's hard to believe that they actually rejected it. You can try asking for appeal, but only hooman2012 and aidina had some kind of 'success' in appealing. I suggest that you send them an email for reconsideration if you believe you have a strong case, and at the same time, start collecting documents for re-application (such as educational credential, and also re-taking IELTS if necessary).

I think it's already that time of the year where they are now processing applications super slowly (like last year). I checked the new FSWP post-May 4 thread, and nobody had already gotten their credit card charged yet. I'd say give it like 2 or 3 more weeks before PER.

As I said, you're lucky that your highest credential is a Canadian credential. According to the new rule, number of years doesn't really matter anymore, and your education points will be based only on a Canadian educational credential (or its equivalency) you submit with the application. In your case, if you submit proof of your Canadian PhD, then that should be enough to grant you 25 points :) Submitting educational assessment for equivalency won't help you gain any more points, so there is no need to do that.

You will be awarded up to 25 points for your highest completed Canadian educational credential or for your highest equivalency to a completed Canadian educational credential. You may also be eligible to receive points for certain combinations to two Canadian (or equivalent) educational credentials.
